United States of America: Senior Program Manager, Training for Pakistan III

The Senior Program Manager is responsible for the home office management of the U.S. Agency for International Development (USAID) funded Training for Pakistan III (TFP III). TFP III is designed to provide participant training for capacity development of USAID/Pakistan’s contractors, grantees, partners under government-to-government assistance programs, and directly to the Mission. TFP III will support all USAID sector teams interested in exchanges with, or training of, host-country nationals. The Senior Program Manager’s role will include but is not limited to: supervision of a program team located in Washington, DC; oversight and management of the budget; review, submission, and tracking of deliverables; overseeing the implementation of program deliverables on-time and within budget; ensuring compliance with USAID and IIE regulations and polices; and leading project communications internally and externally. Under TPF III, it is anticipated IIE will manage US and third country short-term training programs, third country long-term academic programs, partnerships and faculty exchanges, and some in-country technical assistance.

This position is contingent on funding.

Essential Functions:

  • Supervises DC-based program team.
  • Manages TFP III budget including ensuring costs are allowable and allocated to correct cost categories; reviews project invoices, accrual reports, and pipeline projections; and ensures IIE operates within the parameters of its approved budget.
  • Oversees implementation of each short and long-term training program as well as in-country technical assistance.
  • Supports the development and monitoring of annual work plans, program budgets, progress reports, and other deliverables.
  • In consultation with IIE’s Monitoring, Evaluation, and Learning Team, develops data collection tools and tracks and analyzes project progress against key indicators. Advises on areas of opportunity.
  • Oversees financial reporting requirements, vendor and sub-recipient agreements, payment requests and procurement efforts, ensuring compliance with applicable regulations and policies. Provides high-level financial updates to leadership.
  • Represents IIE to internal and external stakeholders. This includes providing process-related expertise, advising on content, and writing and reviewing significant portions of programmatic reports.
  • Manages external program communications, including the creation of materials such as PowerPoint presentations, talking points, blogs, infographics, and boilerplate language for brochures, press releases, and websites. Manages internal project communications including leading regular check-ins with project teams and other internal stakeholders, ensuring clear communication of processes and deadlines, and providing project updates to internal leadership.
  • Periodically makes field visits to Pakistan to address administrative issues; conduct trainings, meet with program stakeholders to discuss status of TFP III, and contribute to work planning.

JOB REQUIREMENTS *

Education and Work Experience:

  • Requires a Bachelor's degree in order to apply a working knowledge of the theories and principles in a specialized field or work discipline.
  • Requires at least eight years of related work experience.

Knowledge, Skills and Abilities:

  • A minimum of five years of experience managing USAID-funded programs focused on participant training, organizational capacity building, and/or technical assistance. This should include experience working in collaboration with field teams, USAID, and other stakeholders to manage organizational needs assessments, program development, program monitoring, procurement, subcontract management, and the development of deliverables.
  • Experience with FAR, ADS 252, and ADS 253.
  • Experience in providing management support to projects in developing countries.
  • Supervisory experience.
  • Financial management and budgeting experience, preferably with USAID or another USG program.
  • Comfortable working on and with a multi-cultural team in DC and Pakistan.
  • Exceptional ability to plan and organize work, develop tools, prepare and summarize reports and other deliverables, and follow-through on agreed upon actions.
  • Excellent editing and attention to details.
  • Fluency in spoken and written English. Knowledge of Urdu a plus.
  • Willingness and ability to travel to Pakistan on short-term assignments.
